1. (a) Applications for funding shall be prioritized as follows:

   1. (1) compensation for attendance and participation at meetings and for transportation, meals, lodging or other travel expenses associated with attendance at the meetings for:

      1. (A) members of the environmental flows science advisory committee; and
      2. (B) members of basin and bay expert science teams;

   2. (2) all or part of the administrative expenses incurred in conducting meetings for:

      1. (A) contracts with political subdivisions which are representatives of basin and bay area stakeholder committees and related basin and bay expert science teams; and
      2. (B) contracts with cooperating federal and state agencies, universities, and private persons for technical assistance to the environmental flows science advisory committee and the basin and bay expert science teams.
2. (b) Funding for compensation pursuant to subsection (a)(1) of this section shall not be in excess of amounts allowed under the General Appropriations Act.
