1. (a) Persons attending or participating in the hearings shall conduct themselves in a respectful manner that allows for orderly and polite discourse. The chairman may take appropriate actions to ensure an orderly meeting may be conducted.
2. (b) Any person may be represented by an attorney or other person authorized to speak on their behalf.
