Upon written request of the responsible person, the executive director shall provide written consent to termination of the insurance coverages described in this subchapter when:

1. (1) a responsible person substitutes and receives approval from the executive director for alternate insurance coverages as specified in this subchapter; or
2. (2) the permit is revoked, cancelled, expired, or, if corrective action is required, after such corrective action has been completed and approved by the executive director.
