1. (a) The commission shall:

   1. (1) maintain a list that identifies third-party certification systems for mass balance attribution; and
   2. (2) provide a copy of that list to any person on request.
2. (b) Recyclable materials, as defined in §330.3 of this title (relating to Definitions), converted to fuels may not be considered for mass balance attribution for the purpose of this subchapter.
