Unless the context requires otherwise, the following terms and phrases shall mean the following:

1. (1) Authority shall be used interchangeably with the term District to connote any entity created by Article III, Section 52 or Article XVI, Section 59, of the Texas Constitution and which are subject to these rules.
2. (2) Board means the governing body of the district.
