The following may be authorized persons or unauthorized persons, subject to emergency cease and desist orders under the Insurance Code, Article 1.10A and Article 21.21:

1. (1) a group doing business in Texas as a purchasing group or a risk retention group; or
2. (2) an individual acting for any such group.
