1. (a) TDI may use state funds to provide education and training for its employees.

2. (b) The education and training program benefits the TDI and participating employees by:

   1. (1) preparing for technological and legal developments;
   2. (2) increasing work capabilities;
   3. (3) increasing the number of qualified employees; and
   4. (4) increasing the competence of employees.
3. (c) Approval to participate in an education or training program is not automatic and may be subject to the availability of funds.
