The purpose of this subchapter is to protect consumers at a facility, local authority, community center, or contract provider of residential services, and the property of those consumers. To do so, this subchapter:

1. (1) describes the process by which criminal history clearances are conducted for applicants for employment or volunteer status with facilities, local authorities, community centers, and contract providers of residential services;
2. (2) requires facilities, local authorities, community centers, and contract providers of residential services to have an effective self-reporting procedure for employees and volunteers; and
3. (3) describes the process by which registry clearances are conducted for applicants for employment or volunteer status with facilities, local authorities, community centers, and contract providers of residential services.
