The following term shall have the meaning indicated: Filling station--Any facility which:

1. (1) sells motor fuels;
2. (2) provides one or more attendants who dispense fuel into tanks of motor vehicles; and

3. (3) offers one or more of the following services:

   1. (A) tire repair;
   2. (B) oil change;
   3. (C) battery charge; or
   4. (D) car repair.
