The State Registrar, or his or her designated representative, shall verify:

1. (1) that no prior certificate of birth is registered in this state for the person whose birth is to be recorded;
2. (2) that he or she has reviewed the evidence submitted to establish the facts of birth; and
3. (3) that the abstract of the evidence appearing on the delayed certificate of birth accurately reflects the nature and content of the document.
