In addition to the words and terms defined in §4.3 of this chapter (relating to Definitions), the following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise:

1. (1) Coordinating Board--The agency known as the Texas Higher Education Coordinating Board, including agency staff.
2. (2) First-Time Entering Full-Time Student--A student who has no prior postsecondary experience (except as noted below) attending any institution for the first time at the undergraduate level and who enrolls for 15 credit hours per semester for two consecutive semesters. This includes students enrolled in academic or occupational programs. It also includes students enrolled in the fall term who attended college for the first time in the prior summer term, and students who entered with advanced standing (college credits earned before graduation from high school).
3. (3) Net Price of Attendance--The total cost of attendance less the student's estimated merit-based and need-based grant aid. The net price of attendance may be a range.
4. (4) Total Cost of Attendance--An institution's estimate of the expenses incurred by a typical financial aid recipient in attending a particular institution of higher education. It includes direct educational costs (tuition and fees) as well as indirect costs (room and board, books and supplies, transportation, personal expenses, and other allowable costs for financial aid purposes).
