An applicant for a used automotive parts recycling business license must:

1. (1) submit a completed application on a department-approved form;
2. (2) provide a valid federal tax identification number;
3. (3) file proof of insurance in accordance with §87.40;
4. (4) provide proof of a storm water permit, if required by the Texas Commission on Environmental Quality;
5. (5) successfully pass a criminal background check; and
6. (6) pay the fee required under §87.85.
