1. (a) Any owner or operator of boilers or any deputy inspector, Authorized Inspector, or interested party, may submit in writing an inquiry to the department for an opinion or clarification.
2. (b) All conditions not specifically covered by these requirements must be treated as new installations or be referred to the chief inspector for instruction.
