The purpose of this subchapter is to establish contract requirements for Early Childhood Intervention (ECI) service delivery. The following statutes and regulations authorize or require the rules in this subchapter:

1. (1) Texas Human Resources Code, Chapter 73;
2. (2) Texas Human Resources Code, Chapter 117;
3. (3) Individuals with Disabilities Education Act, Part C (20 U.S.C. §§1431-1444); and
4. (4) implementing federal regulations 34 C.F.R. Part 303.
