1. (a) A river authority may issue revenue bonds, notes, or other obligations for a purpose authorized by:

   1. (1) this chapter; or
   2. (2) another law, if the purpose relates to the generation, transmission, or distribution of electricity.
2. (b) This chapter constitutes full authority for a river authority to issue revenue bonds and other obligations without reference to any other law.
