If a district proposes to annex an adjacent district, the commission of the district proposed to be annexed shall:

1. (1) conduct the hearing;
2. (2) order the election;
3. (3) canvass the returns of the election; and
4. (4) perform the other duties and procedures provided in Sections 62.292-62.299 of this code.
