The commission may suppress and prevent nuisances, pollution, and improper disposal of materials on any district property to:

1. (1) accomplish the purposes stated in Section 60.071;
2. (2) protect other district property; or
3. (3) promote the health, safety, and general welfare of persons using other district property.
