The provisions of this subchapter do not alter or impair the right of a district:

1. (1) to make, establish, and collect maintenance and operation charges for service rendered;
2. (2) to levy and collect taxes to secure funds to maintain, repair, and operate all works and facilities; and
3. (3) to give and maintain proper service for the purposes of its organization.
