The order of the board approving further consideration of the application has no force or effect and no further proceeding may be held on the application unless the applicant deposits with the district the amounts due under Section 49.3182 not later than:

1. (1) the 20th day after the date on which the order was adopted; or
2. (2) the expiration of a period not to exceed 30 days after the date on which the order was adopted as ordered by the board.
