1. (a) This section applies only to a Class D license for wastewater operators or public water system operators.

2. (b) In adopting educational attainment standards associated with the issuance of a license, the commission by rule shall establish a provisional certification program by which a person who does not possess a high school diploma or its equivalent may act as a provisional operator if the person:

   1. (1) has completed all commission-required training associated with the license;
   2. (2) has passed any commission-required examinations associated with the license; and
   3. (3) acts under the direct supervision of a license holder.
