The railroad commission may suspend or refuse to renew a permit for a period not to exceed one year if the permittee:

1. (1) violates the provisions of this chapter;
2. (2) violates reasonable rules promulgated under Section 29.031 of this code; or
3. (3) does not maintain his operation at the standards that entitled him to a permit under Section 29.013 of this code.
