The board shall not acquire any facility to the extent that the board finds that the political subdivision:

1. (1) is willing and reasonably able to finance the acquisition of the facility;
2. (2) has qualified by obtaining the necessary permit; and
3. (3) has proposals that are inconsistent with the objectives of the state water plan.
