1. (a) The board may inspect at any time the construction of a project being constructed with proceeds of revenue bonds insured by the board to assure that:

   1. (1) the contractor is substantially complying with the approved engineering plans of the project; and
   2. (2) the contractor is constructing the project in accordance with sound engineering principles.
2. (b) Inspection of a project by the board does not subject the state to any civil liability.
