1. (a) An educational institution, library, or dominant carrier may request the commission to:

   1. (1) provide for a reduced rate for a service that:

      1. (A) is directly related to a distance learning activity or an information sharing program; and
      2. (B) is not covered by commission rules;
   2. (2) change a rate;
   3. (3) amend a tariff; or
   4. (4) amend a commission rule.
2. (b) The commission shall take the action requested under Subsection (a) if the commission determines the action is appropriate.
