If a certificate holder fails to comply with a requirement of this title, the commission may:

1. (1) revoke the holder's certificate;
2. (2) impose against the holder administrative penalties under Subchapter B, Chapter 15; or
3. (3) take another action under Subchapter B, Chapter 15.
