1. (a) When an application for a certificate of convenience and necessity, a certificate of operating authority, or a service provider certificate of operating authority is filed, the commission shall:

   1. (1) give notice of the application to interested parties; and

   2. (2) if requested:

      1. (A) set a time and place for a hearing; and
      2. (B) give notice of the hearing.
2. (b) A person interested in the application may intervene at the hearing.
