A telecommunications utility is not required to obtain a certificate of convenience and necessity, a certificate of operating authority, or a service provider certificate of operating authority for:

1. (1) an interexchange telecommunications service;
2. (2) a nonswitched private line service;
3. (3) a shared tenant service;
4. (4) a specialized communications common carrier service;
5. (5) a commercial mobile service; or
6. (6) an operator service as defined by Section 55.081.
