The commission may prescribe and collect a fee or assessment from incumbent local exchange companies necessary to recover the cost to the commission and to the office of activities carried out and services provided under:

1. (1) this subchapter;
2. (2) Section 53.112;
3. (3) Subchapter H; and
4. (4) Section 55.004.
