Except as otherwise specifically provided by this title, the commission has only the following authority over a telecommunications utility subject to this subchapter:

1. (1) to enforce this title under Subchapter B, Chapter 15;
2. (2) to assert jurisdiction over a specific service under Subchapter E;
3. (3) to require co-carriage reciprocity; and
4. (4) to regulate condemnation and building access.
