In adopting rules and establishing procedures under this subchapter, the commission shall:

1. (1) attempt to balance the public interest in a technologically advanced telecommunications system providing a wide range of new and innovative services with traditional regulatory concerns for:

   1. (A) preserving universal service;
   2. (B) prohibiting anticompetitive practices; and
   3. (C) preventing the subsidization of competitive services with revenues from regulated monopoly services; and
2. (2) incorporate an appropriate mix of regulatory and market mechanisms reflecting the level and nature of competition in the marketplace.
