1. (a) The commission may establish separate telecommunications markets in this state if the commission determines that the public interest will be served. The commission shall hold hearings and require evidence as necessary to:

   1. (1) carry out the public purpose of this chapter; and
   2. (2) determine the need and effect of establishing separate markets.
2. (b) A provider determined to be a dominant carrier as to a particular telecommunications service in a market may not be presumed to be a dominant carrier of a different telecommunications service in that market.
