Tex. Transp. Code § 1006.059 – Personnel and Services

(a) The authority may be provided various services only by or through the department as needed to carry out the authority's purposes, powers, and duties. These services may include legal services not provided by the attorney general, fiscal services, administrative services, and personnel services.
(b) The department shall provide personnel and services to the authority as agreed by the authority and the department.
