The commission may set fees in amounts reasonable and necessary to cover the costs of administering this chapter, including fees for:

1. (1) the issuance and renewal of:

   1. (A) motorcycle school licenses;
   2. (B) instructor licenses; and
   3. (C) instructor training provider licenses; and

2. (2) the approval of:

   1. (A) motorcycle operation and safety courses; and
   2. (B) instructor training courses.
