The commission by rule may impose restrictions on the weight and size of vehicles to be operated on state highways on the following holidays only:

1. (1) New Year's Day;
2. (2) Memorial Day;
3. (3) Independence Day;
4. (4) Labor Day;
5. (5) Thanksgiving Day; and
6. (6) Christmas Day.
