1. (a) The department shall issue specialty license plates for a person who is:

   1. (1) an active or former member of a United States Army Ranger unit; or
   2. (2) a graduate of the United States Army Ranger School.

2. (b) The license plates must include:

   1. (1) a likeness of the Ranger tab authorized by the Department of the Army; and
   2. (2) the words "U.S. Army Ranger."
