The department may issue a title to a government agency if a vehicle or part of a vehicle is:

1. (1) forfeited to the government agency;
2. (2) delivered by court order under the Code of Criminal Procedure to a government agency for official purposes; or
3. (3) sold as abandoned or unclaimed property under the Code of Criminal Procedure.
