1. (a) The board of directors described by Section 463.301 creating an authority shall conduct public hearings on the creation.

2. (b) Any person may appear at a hearing and offer evidence on:

   1. (1) the creation of the authority;
   2. (2) the operation of a public transportation system;
   3. (3) the public utility and public interest served in the creation of an authority; or
   4. (4) other facts bearing on the creation of an authority.
3. (c) A hearing may be continued until completed.
