- (a) The entity or entities creating an authority shall conduct the public hearings on the creation.
(b) Any person may appear at a hearing and offer evidence on:
- (1) the creation and boundaries of the authority;
- (2) the operation of a public transportation system;
- (3) the public utility and public interest served in the creation of an authority; or
- (4) other facts bearing on the creation of an authority.
- (c) A hearing may be continued until completed.
