A subregional board shall:

1. (1) develop, recommend, and approve the annual budget for its subregion; and

2. (2) if the subregion is a part of a regional authority, make recommendations to the executive committee for:

   1. (A) the overall budget; and
   2. (B) the operation of services provided by the authority.
