If the commission finds that not all of the real property proposed to be included in the district will be benefitted by the creation of the district, the commission shall:

1. (1) make a finding on the lack of benefit;
2. (2) exclude from the district real property that will not be benefitted by creation of the district; and
3. (3) redefine the proposed district's boundaries according to the commission's changes.
