1. (a) The commissioners court may adopt orders for administration of this subchapter.

2. (b) The commissioners court by order shall provide for:

   1. (1) spacing requirements between signs;
   2. (2) height and face restrictions for the total panel area; and
   3. (3) size and face restrictions for each business sign on a motorist information panel.
