1. (a) An authority by order may designate a turnpike project or a portion of a project as a controlled-access toll road.

2. (b) An authority by order may:

   1. (1) prohibit the use of or access to or from a turnpike project by a motor vehicle, bicycle, another classification or type of vehicle, or a pedestrian;

   2. (2) deny access to or from:

      1. (A) a turnpike project;
      2. (B) real property adjacent to a turnpike project; or
      3. (C) a street, road, alley, highway, or other public or private way intersecting a turnpike project;
   3. (3) designate locations on a turnpike project at which access to or from the toll road is permitted;
   4. (4) control, restrict, and determine the type and extent of access permitted at a designated location of access to a turnpike project; or
   5. (5) erect appropriate protective devices to preserve the utility, integrity, and use of a turnpike project.
3. (c) Denial of access to or from a segment of the state highway system is subject to the approval of the commission.
