The municipality may, in compliance with Subtitles A, C, D, and E, Title 9, Government Code, issue bonds payable from the net revenue derived from the operation of the bridge to:

1. (1) repair or improve the bridge;
2. (2) acquire an approach to the bridge; or
3. (3) construct a building to be used in connection with the bridge.
