1. (a) This section applies only to a county with a population of 3.3 million or more.

2. (b) If, in connection with a project under this chapter, the commissioners court of the county authorizes the county to proceed in the manner provided by Section 203.066:

   1. (1) the county may file a declaration of taking and proceed in the manner provided by that section on the project; and
   2. (2) a reference to the department in that section means the county.
