A member of the commission, the director, or an officer or employee of the department who has been designated by the commission to hold an investigation, inquiry, or hearing may:

1. (1) administer an oath;
2. (2) certify an official act;
3. (3) issue a subpoena;
4. (4) order the attendance and testimony of a witness; or
5. (5) order the production of a paper, book, or document.
