The commission, with the advice of the aviation advisory committee, shall:

1. (1) periodically review the capital improvement program to determine the need to:

   1. (A) revise the system development criteria;
   2. (B) add or delete aviation facility requirements;
   3. (C) revise program priorities; and
   4. (D) add, delete, or revise the scope of projects in the program; and
2. (2) revise the program at least annually.
