1. (a) The department may provide engineering or technical services to any person in connection with aeronautical activities, including the planning, acquisition, construction, improvement, maintenance, or operation of an airport, air navigation facility, or other aeronautical activity, if providing the services is:

   1. (1) reasonably possible; and
   2. (2) in the interest of public safety and welfare.
2. (b) The department may charge for a service under this section.
