The district has all rights, powers, and privileges necessary or useful to enable it to provide for garbage collection and disposal in all or part of the district on terms and at rates and charges the board considers just and reasonable to:

1. (1) preserve the water of rivers and streams in the district and this state; and
2. (2) aid in the preservation and conservation of the natural resources of the district and this state.
