1. (a) The authority is composed of the territory described by Section 2, Chapter 436, Acts of the 66th Legislature, Regular Session, 1979, as that territory may have been modified under:

   1. (1) this subchapter or its predecessor statute, Section 7, Chapter 436, Acts of the 66th Legislature, Regular Session, 1979;
   2. (2) Subchapter J, Chapter 49, Water Code; or
   3. (3) other law.

2. (b) The boundaries of the authority form a closure. A mistake does not affect:

   1. (1) the authority's organization, existence, or validity;
   2. (2) the authority's right to issue any type of bond for a purpose for which the authority is created or to pay the principal of and interest on the bond;
   3. (3) the authority's right to impose a tax; or
   4. (4) the legality or operation of the authority, its bonds, or its governing body.
