1. (a) A petition to the board to annex land must:

   1. (1) request that the district annex the land;
   2. (2) describe by metes and bounds the land proposed to be annexed;

   3. (3) affirmatively state that:

      1. (A) the land annexed is subject to its proportionate part of the outstanding debt;
      2. (B) the land will be subject to taxation for payment of that debt;
      3. (C) the assumption of the proportionate debt will be a covenant running with the land; and
      4. (D) the petition will be filed in the deed records of Bell County; and

   4. (4) be signed:

      1. (A) by a majority of the owners of the land to be annexed if the number of owners is 30 or fewer; or
      2. (B) by 30 owners of the land to be annexed if the number of owners is more than 30.
2. (b) The petition must be filed with the board secretary.
